To participate in all races, you have to have a proper level of Face and car/motorcycle fast enough.Originally part of the Street Racer DLC in Sleeping Dogs, now part of the main game in Sleeping D. As a reward you get not only experience but also an access to other races and the car you've used remain in your garage. If you succeed, the mission ends. To complete the mission, you have to win race on the run marked with the red flares.
